Reminds me of a local (Whitman Co. in Washington state) notion a few decades ago when Whitman County officials were lobbying for a road connection along the lower Snake River between Wawawaii and Lower Granite Dam, and one proposal was to overlay a roadway onto the Camas Prairie ROW between the two sites.

The railroad was quick to squelch that idea!
