That's a firefighter come out from the station next to the tracks to have a look. The machine was travelling away from him so he was pretty safe altho you're right, it's a little loose and goosey right now. There will no doubt be a lot of fences going up soon, a lot of public education, and some enforcement of no trespassing rules. But Ron is probably right--the dog walkers and peds will protest!
