UP Reroutes on BNSF in Columbia River ?

While having lunch at Arlington OR yesterday, a westbound UP with some pretty sad looking paint jobs on the point and end rumbled past Roosevelt WA.

Now I know there is a tie gang working between Biggs and Blalock but perhaps only at night (there were lots of rental lights all along the ROW in certain spots).

Was this the case of borrowed power or a reroute? Not too sure of the trains symbol or destination. I believe 6470 was on the point.
