What evidence do you have that those concerned about the rock piles are "liberals?" Have you done research on their voting patterns. Do you have access to information on political/activist organizations to which they belong (if yes, that's really creepy).
By the way, this may be a foreign concept to you, but it is not only liberals who raise concerns about transportation agencies' actions. I work for a transit agency which planned an extension of a major transit line through a community with many residents who opposed the project. At the time, it was a Republican community.
