US Air Traffic Control to go Amtrak-style?

Airlines look favorably on privatizing ATC system: [atwonline.com]

In principle, this sounds like Amtrak with a twist. It's recognized here that the system is a service, not a profit-maker, and would be organized officially as a nonprofit (possibly - not clear in the article - with government involvement or support but not direct politics) rather than (Amtrak) a government-run corporation that's theoretically for-profit but anybody with a double-digit IQ knew better. Sort of like somebody looked at Amtrak and figured out a way to make ATC privatize a little more cleanly. Could Amtrak be reorganized in a similar fashion?
