The ACE development program is called ACEforward. From their website:

The focus of ACEforward is on near-term improvements and the extension of the existing ACE service. ACEforward is aiming to offer more service to our communities (6 daily round-trips by 2018 and 10 daily round-trips by 2022) and safety improvements such as grade crossings and additional track in key locations. SJRRC is also planning to extend ACE service to the downtowns of Manteca, Modesto, Turlock, and Merced, and is investigating potential stations in downtown Tracy, Ripon, Livingston or Atwater, and a new Lathrop station at River Islands.

The ACE website states: "No food or drinks are sold on our trains at this time. We will have two lounge cars in 2014." I have not found clarification of what that means.

The smart cars have a bistro. What they will serve has not been announced. Smart plans to run every 30 minutes during the rush (in both directions) and have a midday train. They will run four trains (if I remember correctly) on weekends. They will run two car trains as that is what they bought. They have the option to add an unpowered car between the cab cars. Four car trains would be possible only if they blocked streets when at stations, but the equipment is specified to run four car trains.
