Buffer cars on oil trains - why?

Oil trains these days usually have these covered hopper cars at each end. I presume that's to soak up collisions, so that it's somewhat more likely that the oil cars won't be breached?

Today I saw a coal train with a covered hopper just before the DPU. (I didn't get to see the head end to see if there was one there.) Is there any reason why someone would put buffer cars on a coal train?
