Diesel Locomotive turbos

Could someone explain what RPM is needed to engage the turbocharger on such-equipped locomotives? Usually in automobiles the turbo(s) are not able to spool up until the engine is about 1/3 of the way into it's operating RPM range, although with newer cars it seems to be lower than that.
