Kern Jct. Changes - Mojave Sub G.O.

Picked up the latest copy of the Mojave Sub G.O. while in Bakersfield the other day. Major change is Kern Jct. Old news, I know. But, hey, who else is gonna let you see the G.O.?

PURPOSE:
Following changes will be in effect at 0715 on April 13, 2015:
SI-00: Change station page. Change Control Point number at Kern Jct.
to read CP SP313
SI-01: Kern Jct. will be controlled by UPRR Train Dispatcher
SI-03: Dual Control Switch Turnouts. Delete reference to BNSF at Kern
Jct.
SI-08: Rule 6.2: Change reference from "UP Dispatcher 54" to
read "UP Dispatcher 50". Rule 9.13.1: Change reference from "BNSF
Train Dispatcher" to read "UPRR Train Dispatcher".

Recent changes:
SI-RD: Change radio display information.
SI-15: Add dispatcher telephone number information.

Subdivision instructions not modified by this General Order remain in
effect.

Effective 0715 on April 13, 2015, change entire cell to read:

MP 325.0 and MP 492.7;
(East leg of wye - CP Rancho);

(West leg of wye - CP Pepper).

ABS Rule 9.14/9.15 Track Permits between:
MP 310.8 and MP 325.0;

Kern Jct. is controlled by UPRR Train Dispatcher.

Palmdale Jct. / Metrolink trackage: Movements are governed by the
General Code of Operating Rules and current Metrolink Timetable.
Unless otherwise specified by Metrolink, trains may only occupy
Metrolink trackage after receiving permission from Metrolink Train
Dispatcher or a Metrolink track warrant.

SI-06 - RCL OPERATIONS
Following information regarding new RCL Zone 1 in effect at 1200 on
December 4, 2014.
Bakersfield:
Zone 1
Begins north of Kern Jct Yard Lead at each end of the 50 Lead between
Kern Jct. and Baker Street.

Zone Status Contact:
Signs / Remote Control Operator.
Channel: 088-088.

Additional Information:
Zone limits are announced by flip signs at both ends of the 50 Lead
and on Track 53 to enter the 50 lead. All 3 signs must be in the "Zone
Active" position when Zone 1 is active.

SI-07 - ITEM 13 TRAIN DEFECT DETECTORS
Effective 0900 on November 17, 2014, % detector at MP 381.3 moved to
MP 381.4. Add % detectors at MP 373.0 and MP 374.9. Delete detector
from MP 372.7.

With these changes and previous detector changes, entire detector
table is changed to read:

SI-08 - RULES ITEMS
Following changes in effect at 0715 on April 13, 2015:
Rule 6.2:
Change "Dispatcher 54" to read "Dispatcher 50".

Rule 9.13.1 Kern Jct:
Change "BNSF Train Dispatcher" to read "UPRR Train Dispatcher".

Add the following regarding stalled DP trains:
Helping Stalled DP Trains:
Stalled distributed power trains that must add helpers to the head
end of the train may do so only under the direction of a district
Manager of Operating Practices and operate as outlined below. These
special conditions may only be applied to DP trains having stalled on
ascending grades and may not be utilized on descending grades. The
maximum speed for a train in this configuration must not exceed
20 MPH. Air Brake and Train Handling Rules 33.6.1, 33.6.4 and 33.6.5
are changed for this specific move to read:

33.6.1 Operating Responsibilities with Manned Helper:
When adding helpers to the head end of a DP train, the control of all
locomotives coupled together must be transferred to the DP road
locomotive engineer by plugging in the MU cable. When more than
one locomotive is attached to a train, the engineer of the DP road
locomotive must control the train's air brakes. The engineer in
the lead locomotive consist is in charge of the train movement. The
engineer in charge will communicate with and direct the engineer
on the DP road locomotive as follows:
1. Identify speed restrictions and locations where a stop is to
be made at least 2 miles in advance.
2. Communicate clearly the name of signals affecting the train's
movement as soon as the signals become visible or audible.

Note: The helper engineer will be responsible to comply with
whistle requirements and may utilize the ABV handle, even though cut
out, to initiate an emergency application of the brakes should any
emergency situation occur requiring this action. The helper engineer
is also responsible for proper use of the independent brake valve on
the helper consist.

33.6.4 Manned Helper Added to Head End of Train:
When a manned helper is coupled to the head end of the train, the
helper engineer will transfer control of the air brakes (and the
throttle with MU cable) to the road engineer as follows:
1. Before opening angle cocks between the road locomotive and the
manned helper, the engineer on the helper locomotive will:
a. Communicate with the road engineer to determine the brake pipe
reduction currently applied to the train.
b. The helper engineer must make a reduction 2 psi greater than
the current reduction applied to the train.
c. After the brake pipe exhaust has ceased, helper engineer must
cut out the automatic brake valve and place handle in the handle off
position.
d. Notify engineer on the road locomotive of the amount of the
brake pipe pressure reduction.
e. The independent brake valve must be left cut in on the helper
locomotive.
f. Place the independent brake valve handle in the release
position and actuate to fully release the brakes on the helper
locomotive consist in preparation for the air brake check between the
road locomotive and the helper power.
2. The engineer on the road locomotive will:
a. After opening the angle cocks between the helper and the road
locomotive, increase brake pipe reduction to at least 20 psi and
helper crew will observe that brakes apply on helper consist by
visual inspection.
b. When train is ready to depart, perform DP train check to verify
brake pipe continuity as brakes are released per ABTH Rule 33.3.2.
c. Observe by visual inspection that brakes release on the helper
consist.

33.6.5 Manned Helper Removed From Head End of Train:
When a manned helper will be detached from the head end of the train
do the following:
1. The engineer in control of the road locomotive will:
a. Make not less than a 6 psi brake pipe reduction.
b. Notify the helper engineer when ready to detach the manned
helper after closing the angle cocks between the helper consist and
the road locomotive and removing the MU cable.
2. The helper engineer will cut in the Automatic Brake Valve
after angle cocks are closed between the consists.

SI-11 - INDUSTRIAL LEADS
Add to Oak Creek Industrial Lead information:
Radio Channel: 066-066

Add the following to the Oak Creek Industrial Lead:
All movements must not foul a crossing equipped with automatic
warning devices until the device has been operating long enough to
provide warning and the crossing gates, if equipped, are fully
lowered. Movements are on other than main track or siding.

SI-14 - MISCELLANEOUS INSTRUCTIONS
Add:
Car Department Remote Video Train Inspection Process:
All southward manifest and bulk commodity trains must allow for a
remote high definition camera inspection while passing MP 479.0 as
follows:
1. Sound whistle signal 5.8.2(6) when passing whistle sign "W"
located at MP 478.5.
2. Operate train not exceeding 10 MPH until rear end passes MP 479.0
or relieved by West Colton Car Department Employee.

SI-15 - ADDITIONAL INSTRUCTIONS
Following telephone number in effect 0900 on April 1, 2015:
