Washington Park and Zoo Railway

Related to the visiting Portland thread below, the official site says that trains will probably not be running to Washington Park in 2015, but will be running on the new in zoo loop:

Does anyone know what is going on with the Washington Park line, and also what the status is of the locomotive/train rebuilding?
