It is the US Surface Transportation Board that must approve an abandonment and the California PUC may also have a say. The railroad must certify that no traffic moved over the affected portion for the previous two years and that there is no prospect of traffic to make the line viable in the forseeable future.
I can't imagine public (or private) money being spent to make a bridge 286K compliant only to have the tracks removed for bicycle / jogger traffic.
