Status and Operations of Bakersfield Crude Terminal on Sunset Railway?

Does anyone know the current status of the Plains unit oil train terminal at the end of the SJVR Sunset Railway branch? It went into service in late 2014, but there have been various EPA and legal questions raised. Are trains running in currently? How many? Any other info?
