I believe the original plan was to keep going north on Seventh Street then tunnel under Brannann to get to the TBT The "train box" being built under the tunnel is designed to run parallel to Market Street. Transbay Terminal site has a video simulation I think there's an alternate plan to go east under the current Caltrain station because there was a lot of objection to tunnel under Brannann.
The Mayor's plan is just that... A plan. The Mayor is up for re-election practically unopposed but he has to toss out ideas As I said it looks good on paper but the cost and environmental considerations like the soil problem will probably bury that idea along with the Muni Geary subway BART to Marin and other ideas
