In Sweden (and I bet most Nordic countries) the surviving railroad water towers have a enclosed base that has/had a fireplace or stove to keep the water fluid. What method of heating the container...or cycling the warmer water through it I haven't yet seen.

Smaller ones were made of wood, while larger ones were constructed out of brick.
