Amtrak cab regs.

A simple question here, Hopefully someone with specific knowledge will answer. All I have heard in the reports of the recent Phila. Amtrak derailment was the engineer was knocked unconscious. There was no mention of anyone else in the cab of the locomotive. I am not sure if Amtrak has a policy where two people are required to be in the cab at all time or not?
I have hear reports on the news that two ARE required, but from my experience I seem to recall trains with just one crew member in the cab (engineer). Can someone clear this up- what are the rules regarding one or two people being in the cab at all times?
