Amtrak appears to be in an ongoing state of management crisis (dare I say "trainwreck"?) right now.....seemingly unable to respond to almost anything.

Since the public agencies own and have the operating rights to San Diego, it might be more productive to approach someone like Art Leahy, at Metrolink, or the new LOSSAN JPA, to get buy in, and have them rattle Amtrak's cage?
