This is not a surprise, other railroads are experiencing the same drain of senior management, and experienced personnel. Can you say "baby boomers", and years of stagnation, which, especially at RR's like Amtrak left few chances for advancement, and long periods of stagnation in hiring.

I like Joe Boardman, he's a smart and nice guy, in some ways too nice, and has not been as effective as he might be, in probably the worst political environment in Amtrak history, which hasn't helped.

If you had the choice between taking 30/60 and are making $140,000 a year, would you put up with some a$$hole bribe taking Congressman raking you over the coals, for things you have insufficient personnel or budget to fix and operate properly, because they cut your budget?
