Remember that this is a cool Mediterranean climate. Even in a wet year there is no rain in July, August, September and (usually) October. This year had a bit of rain in July in Marin County. There was almost nothing south or east of there.
On the other hand Southern California got RAIN. In one day last week San Diego got more rain, about an inch, than it had ever received in the month of July. It got 1.5 inches over a weekend. It gets on average 10.5 inches in a year. Its July average is 0.02 inches.
Weird weather for sure. Maybe we ARE going to have a strong El Niņo this year. One can hope.
