The $42,000 is what they were able to raise just going to community events and the like, some of which went towards matching grants. The $42,000 does defray the costs of surveying and engineering and actually sped up the timeline for construction on those phases of the project as the city/county did not have to wait for taxpayer funds to become available for such work. It sounds like pocket change but it was cash at hand not locked up in some bank account waiting some bureaucratic process to release it.
