FWIW Willams/BGCM has been activity trying to reopen the 4th sub for the last few years. Work had actually started but was halted when the DEQ told the railroad that permits were needed since too much time had passed for the washout repairs to be performed as emergency repaires. They have those permits now. I do agree that with Willams don't believe things until you see trains rolling but in this case all signs point to this being more than just a rumor or well wishing. I guess that if a string of log flats show up in Lewiston that will be a good sign.
The 2nd sub WOULD be open had it not been for a series of unfortunate events, chief among them equipment failures and long term sickness of one of the key bridge engineers/inspectors that was helping with bridge work. There aren't a lot of people that are capable of working on such large wood trestles left. In fact BGCM had moved several large brand new bridge timbers to a siding in the canyon, at a location that they are now trapped at with the RR being impassable.
I'm hopefull and optimistic that the 4th sub will see life again.
