My search for [via locomotive 6404 lights] turned up this site [cptdb.ca] that says "A few units were previously equipped with an extra high-output spot beam just below the main headlights. This was incorporated into the rebuild program, as were the extra emergency horns found on Operation Lifesaver unit 6411 before rebuild."
