I can tell you didn’t actually read the article. I know, reading can be hard at times…
The migrant groups ARE NOT walking down the tracks through the tunnel. They are trying (and succeeding) to gain access to trucks and trains, and riding those through tunnel.

They aren’t legally allowed to ride, it’s just there are far too many of them and far too few police to have any real effect to prevent it. Not to mention trains are a lot slower down there than in the US, it’s kind of hard to ride on the top of a double tack train doing 65 MPH.
