Given the Interstate Commerce related legal issues this would bring up, I bet Union Pacific could fight this until long after the 2024 Olympics have come and gone. Also, doesn't condemning the property still require the state to pay for replacement facilities (condemning still requires fair market value) and that is part of the value of the property.
