The blog article actually does not include any RR bridge replacement at the harbor. The bridges noted are all highway-only. The RR bridge at the Heim site is a separate structure and is not affected by the bond projects. Yes, other RR projects are included - lots of grade separations with roads (not all of which were noted in the article), and of course the Colton project.
