Since M was the 18th letter of the alphabet, a culvert or bridge marker with an M would have been the 18th culvert or bridge in any particular mile.

For San Anselmo, I don't know what a sign that states "15M" would refer to. I don't recall seeing photos taken on the SP showing signs with a similar format. Could you provide a link to the photo?
