Storage on Tacoma Rail and WWR

Friday on Tacoma rail along Hwy 507 between 1st rail crossing South to East Gate JBLM saw 4 locomotives 2 BNSF, 1 CSX and 1 NS facing North with long string of well cars. No oil cars out there now. I was surprised to see 4 locomotives out there.

On WWR in Centralia/Chehalis looks like the number of oil cars being stored is increasing again. Yes I know, the oil prices are down so probably why.

Also, when coming in Rainier, WA and going under TR bridge, I see well car parked on the South end of the bridge. Can't tell if more cars but wondered why store cars that far out?
