BNSF Richmond Terminal: Where Do Manifest Trains Come From?

I've only come across the Z train, eastbound autoracks, and stack trains on the line between Richmond and Martinez. Never seen a manifest train. I have seen the locals heading south to Stege and north to the carbon plant along Highway 4.

So where does the manifest traffic come from for the locals?
