There is a Progress Rail ad in Railway Age for the new EMD SD70ACe-T4.

Very little other info except in mentions the RSI show at Northtown in October - maybe a test bed or demonstrator will be displayed? I'm guessing the engine is a recycled 265H or maybe a 3612? The "Radial Bogie" is interesting both in terminology and technology. No surprise it's going to be a P6 but I'm sure BNSF with get 4 motor 6 axles. Maybe a new/modified cab design?

Do they even have any standing orders for these? Back in the "good ol' days", EMD would have quietly modified their current offerings with the new technology and tested at least the components for a couple years to work out the bugs and prove the new technology. Sometimes not so quiet, but at least they would be designated as an X for experimental.
