Yeah that's a second tunnel. Those tunnels are a filled cut rather than a tunnel through a hill. I think there was chance of a four track main and perhaps because this was fill they figured they'd put in a tunnel there just in case. Also, it was used on the railroad east end as a switching track for the industrial tracks on Army St./Cesar Chavez like Soule Steele.
