Its already happening, but not from any legislative efforts. Its practically impossible to find anyone under the age of 45 who wants to drive long haul truck any longer. The transportation economy is in the crapper right now ( the economy as a whole not too far behind if the last 35+ years patterns hold true). Once out of that the cost of transportation will skyrocket as the driver shortage will hit critical mass.
