What you are referring to are called rail anchors...they are made of high tensile steel and are driven onto the base of the rail tight against the tie plates to prevent linear expansion of the rail.

They can either be "boxed" where there are four on every other tie or on every tie on welded rail. Generally there are fewer used on jointed rail as the gaps between the rail allow for expansion and contraction.

Several different versions have been developed to work with mechanized track machinery.
