I personally think the threats made by the nation's freight railroads to stop hauling Hazardous Materials, are having much more of the desired effect. CONgress ( the opposite of PROgress ) doesn't give a rip about Amtrak, but they do care about keeping U.S Industry running, and the drinking water safe.
