They grudgingly admit, by the end of the editorial, that there are *some* extenuating factors. But the differences between Amtrak NEC (not much freight - nearly a dedicated passenger line) and commuter lines (using freight lines) isn't acknowledged (NEC can have a separate system that's not fully compatible with freight lines; commuters (and Amtrak outside the NEC) needs to be compatible). Anyway ... another opinion and an expected one.
