Cut block on switch engines at Up auction

Trains newswire had an article about US selling off a bunch of old power through Blackmon Auctions. Mostly MP15 switch engines and similar, but also some road power. Here's the question... Many of the switchers had notes about "cut blocks". What's with that? Some tax credit requirement for a tax credit or something else?
