Actually, the position being advertised is "Configuration Engineer", a lower-level job. What he does isn't exactly clear, since we know little of how a PTC implementation is actually done, with no examples to look at. However, someone like a "configuration engineer" basically keeps track of what all the other worker-bees do and makes sure everyone knows what the other guy is doing, nobody does it out of order, nobody does something that conflicts with something else, etc.

He could either be very competent or just another bureaucrat, but in a boondoggle, naturally, it's the bureaucrat.
