You will find chains on trucks on interurban cars and on railroad locomotives that never went anywhere near snowbanks. Example: Sacramento Northern and Key System freight motors.

You will also find them on electric locomotives of Pennsylvania RR and New York Central. Many early diesel electric locomotives came from the factory with chains on trucks.

If you look at the photos and drawings in "The American Railroad Passenger Car" by John White you will see many trucks with chains to limit the amount they can swivel.
