I caught up with this the hard way, via Germany
Sorry if my lack of skills missed this on railnews here
But , a couple of points that may still be of interest
New Locos for the Surfliners
Old [2006] infrastructure bond money used as "intended"
Dunno if this money was "loaned" to other projects in the intervening 9 years.

Mentions MD but not that the diesel electrics will allow MARC to dispose of electric Locos. that apparently Amtrak has declined to continue maintaining for MARC
