IIRC the bike path through the tunnel was one of the first things built along the SMART line. The track area in the tunnel is clear and waiting for further work; it's a trail-with-rail scheme.

synonymouse has been all over the SMART-ferry connection mess - one of those things that have plagued the project. I think it's fixable without rerouting the train into the terminal itself, but could take a bit of money and engineering (aren't those synonymous?). Think airport-style moving sidewalks? Bottom line - the ferry terminal was built decades ago when there was no realistic plan for use of the railroad other than as scrap metal, so it was done in a way that made sense for the ferry at the time and nothing else; rail now has to adapt. And nothing will happen with rail there anyway until more money shows up.
