I'm pretty sure the prefix doesn't identify the dispatcher or subdivision. In about a one hour period on Tuesday I heard DS41 give three track warrants to different trains and MofW for the Spokane Sub. One was a 26-xx, next was a 28-xx and the final one was a 9-xx.

BNSF has used numbers with dashes for a long time on their track warrants.
