NREC 2007 ?

On Saturday there was one of those new low-emission locomotives sitting on the CFNR tracks in Fairfield. I don't know much about them, but it strongly resembles the ones that BNSF has in Richmond. Maybe this this is the enviro-freindly new power for the NCRA ? Reporting marks "NREC 2007". Anyone got any 411 on this ?
