Coal is essentially carbon. To get heat from coal to make steam you oxidize it with the oxygen in air. This can produce byproducts like SO2 and oxides of nitrogen. The technologies to clean up the emissions and the laws requiring their use have been with us for quite a while. What you get out of a modern coal fired power plant is mainly CO2, albeit pretty clean CO2. Atmospheric CO2 causes global warming.
It is possible to inject the CO2 into certain rock formations where it reacts and is permanently trapped. However this is expensive, the formation must be available and there is some worry about causing earthquakes. This is similar to the problem in Oklahoma caused by liquid injection.
And on top of all of these problems is the simple fact that natural gas is now cheaper than coal in most cases. The eastern coal companies are going bankrupt one after another.
The stupid government has little to do with this. Blame the stupid free market.
