That's long range planning, and is needed, but nothing like double track on a structure is in the cards for the kind of money available now. This sounds like it's addressing some of the nitpicks that always occur when you bring something new (which it is; NWP never ran much (if any) commute service north of San Rafael, and it's been gone for decades in any form) into an existing urban area with stuff already in place. It's more engineering than planning, really.
