1. Amtrak already is a federally chartered, independent corporation. (Should we run the already largely privatized - contracted out - air traffic control system more like Amtrak?)
2. If Congress does not appoint the Board, who would? The U.S. Government owns the voting stock of Amtrak. Do you give it out to the public so that each American gets one share of Amtrak and one vote? Do we have public elections, just as we do Governors, Senators, and Mayors? Or is that right handed over to an arbitrary group of people?
