The county can't regulate interstate commerce. I can, however, regulate land use, and if Phillips needs a permit to build new loading or unloading facilities then the county has a say, and the normal environmental laws apply. Same issue that's being dealt with in Benecia, Bakersfield, and several other places. The OMG EXPLODING oil trains are just a convenient handle for activists to grab when arguing against all oil use. Essentially, it's a "starve the beast" approach to killing off the oil industry, rather than coming up with something better. Not smart, IMO, and look at how well it worked with the government itself.
