tl;dr. Somebody who was apparently not in the points got caught with a bike that had a small electric motor in the bottom bracket (the crank axle housing for those not familiar with the language) capable of producing 60-100W of boost. That could have made a real difference. I wonder, though, where the batteries went, and how they avoided making it so heavy it would be noticed. This type of cheating has (per the article) been suspected for some time but this was the first time it was found.
