SF-LA HSR is a ruse. The intent of PBCAHSR is to build 3 commute lines, one each for San Jose, Fresno and LA. Actually the overweening raison d'etre is the line to Palmdale;thus they are willing to mine 20 mile quasi base tunnels to accomplish it, at huge cost. Off in the wrong direction.

Think stupidity and corruption and it all makes a bit of sense.
