Hey.
As per your question.

UP only runs locals westbound out of Phoenix as far as Arlington (south of Wintersburg and the Palo Verde NGS facility).

The former secondary mainline, built from 1923ish-1927 between Arlington and Roll, AZ (approx 70 miles) was downgraded to storage in 1997. Amtrak's last through-Sunset Limited operated on this line in June 1996, and was subsequently rerouted to the Sunset Route through Casa Grande - Maricopa - Gila Bend where it runs thrice weekly to this day.

UPRR still stores miles of cars on the line, from both ends. UPRR has also stated that they have no intention of reopening the 'west line/wellton line' until the market dictates the need to do so. ADOT did a study on the costs of refurbishing the line here:
