The photo taken at CLINTON where the Western Pacific mainline crossed over the double-track mainline of the IER was at the grade crossing of 5th Avenue, about two blocks WEST of East 8th Street, in Oakland.

The area where the IER Route 4 car was taken is 7th & Fallon Streets in Oakland. Borrmann Steel on the corner. Time frame is POST-Jan. 14, 1939 when the Red Trains were diverted to the Bay Bridge, and NO longer to the Alameda or Oakland Piers.
The Route 4 car is EASTBOUND on the IER 7th Street Line and will diverge for Alameda at Fruitvale Junction via the Fruitvale Bridge over the Estuary. (San Antonio Creek) ..
That's my take ! What say thou ?
