I'm not sure what the "16-inch" applies to, but I am fairly sure this is not the track gauge.

This looks like a small standard-gauge industrial tank engine. Remember, though the U.K. uses standard gauge, its loading gauge is fairly small -- even smaller than the continental loading gauge, which is already substantially less than that of most U.S. lines.

The buffers would tend to indicate a standard gauge engine.
