Silva is not Latino, he's as white as you can be. Portuguese descent I believe. He is not a reflection of Stockton as a city. He swooped in with on a law & order platform in Stockton's darkest hour, and has fashioned himself as the People's Mayor, champion of the uneducated, ignorant masses that blame City Hall and "the establishment" for all their problems. Rumors about him were around for years, but they couldn't make anything stick until now. Good riddance.
Yes, Stockton has its problems, but its coming together. New affordable and market rate housing are under construction downtown. A downtown master development plan just won a statewide APA award. Major construction projects on I-5, Highway 99, and an extension of Highway 4 to the Port of Stockton are nearing completion. The Port is booming with activity and development. Major passenger and freight rail expansions are going through the planning stages. Passenger air service is expanding at the airport. A General Plan update is underway that will help undo the decades of northward sprawl that left the core of Stockton to rot.
